This temporary position is located in the Technical Expertise and Research Branch of the Counter Terrorism Committee Executive Directorate (CTED). It is available through 31 December 2025, with the possibility of an extension. The Political Affairs Officer reports to the Senior Legal Officer, coordinator on countering the financing of terrorism (CFT) issues.

Responsibilities

Within delegated authority, the Political Affairs Officer will be responsible for the following duties: Gathers, selects and analyses information based on CTED assessments and other reports from relevant organizations, including the mutual evaluations of the Financial Action Task Force (FATF) and its regional bodies, in order to contribute to data collection and analysis to facilitate the production of CTED annual thematic summary assessments of gaps identified and areas that require more actions to implement key provisions of Security Council resolutions in the area of countering the financing of terrorism, as tasked by Resolution 2462 (2019), which will serve as basis for designing targeted technical assistance and capacity building efforts, as well on data related to new threats and challenges, trends in countering terrorism and its financing relevant to the implementation of resolutions 1373 (2001), 2462 (2019) and 2482 (2019) and other Security Council resolutions, in the regions most affected by terrorism; Maintains up-to-date knowledge of events relating to political issues, in general, and in particular relating in particular to counter-terrorism issues and measures undertaken by countries visited by CTED with a view to assessing the implementation of resolutions 1373 (2001), 2331 (2016), 2388 (2017), 2462 (2019), 2482 (2019) and other Security Council resolutions. Keeps abreast of latest trends and developments in the area of countering terrorism and its financing and provides inputs on issues to senior officials and colleagues in missions and elsewhere in the Secretariat. Monitors national and regional level political developments and provides advice to CTED Senior Management, assists CTED geographic sections in consistently following up on CFT related recommendations contained in CTC reports, in order to identify remaining technical assistance needs and existing technical assistance activities provided on a bilateral basis and through regional or international organizations. Provides technical and substantive back up in the implementation of CTED’s mandate, drafts analytical reports and overview documents on the work of CTED for submission to the Counter–Terrorism Committee, as well as statements of CTED senior management to the Committee, prepares stocktaking reports on technical assistance delivered by relevant agencies in the area of countering the financing of terrorism to inform CTED contributions to relevant Global Compact working groups; Maintains contacts with other sectors of the UN, other international organizations and governments on coordination and policy matters, undertakes outreach and networking with international, regional and sub regional organizations, civil society, academia and other entities in conducting research and information gathering and in identifying good practices, assists in building CTED enhanced partnerships with relevant academic and civil society organizations on CFT related issues; Monitors relevant actions taken by intergovernmental groups, UN organisations, government and non-governmental organizations. Participates in missions to States within assigned area of responsibility, in particular in CTED country visits and other missions aimed at assessing, facilitating and promoting the implementation of resolutions 1373 (2001), 2178 (2014); 2396 (2017); 2462 (2019) and 2482 (2019);. Participates in provision of secretariat services to Security Council Counter-Terrorism Committee; Performs other related duties as required.

Qualifications

Advanced university degree (Master’s degree or equivalent) in political science, international relations, international economics, law, financial crime, public administration or other related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

A minimum of five years of progressively responsible experience in political science, international relations, law, financial crime, law, security or related area is required. Experience with counter-terrorism matters is desirable.
